Setting it up

Publish the quote request form and make Email Address and Phone Number both required — Customer Match needs at least one of them to find a matching Google account.

In Google Ads, open Tools, then Audience manager, and create an empty customer list called something like "Quote requests — all sources". Zapier will fill it.

Create a Zap with formformform's New Submission trigger and pick the quote form as the source.

Add Google Ads as the action app, choose "Add Contact to Customer List", and select the list you just made.

Map Email Address to the email input and Phone Number to the phone input. Send the number in full international format, or it will not match.

Add a Zapier Formatter step to split Full Name into first and last name — Google Ads uses those as secondary matching signals alongside the email.

Send a test quote request using an address tied to your own Google account, then check the Zap history shows the contact added; a new list hides its size until it clears Google's minimum, so do not judge it by the member count on day one.

Variations worth knowing
Split the Zap with a path on Service Type so roof repairs land in one Customer Match list and kitchen fit-outs in another. Each campaign then targets the audience that matches its ads, which beats one pooled list of everyone who ever asked for a price.
Put a filter on Estimated Budget before the Google Ads step. Requests over your threshold join the list carrying the aggressive bid adjustment; everything else goes to a general remarketing list on standard bids, so your budget follows the work you actually want.
If something isn't arriving
Google Ads hides list size until the segment clears its minimum match count, and newly added contacts take time to process. Confirm the action succeeded in Zap history rather than watching the count. Lists built on phone numbers alone match at a lower rate than ones with an email.
Google Ads expects E.164 format — country code, no spaces, no brackets. Add a Formatter step before the Google Ads action to strip punctuation and prepend your country code, and set the form field's placeholder so people enter mobile numbers rather than switchboard lines.

Do I need consent before adding quote leads to a Customer Match list?
Yes. Under GDPR you need a lawful basis before sending contact details to Google Ads, and a quote form is not automatically permission to advertise. State the advertising use in the form's privacy notice, add a consent checkbox, and filter on it in Zapier before the upload step.
Can I stop paying for clicks from leads who already got a quote?
Attach the same list to your prospecting campaigns as an exclusion instead of a target. One Customer Match list can be a targeting segment on one campaign and an exclusion on another, so a lead stops seeing acquisition ads while your follow-up campaign keeps reaching them.
How soon after a submission does the contact reach Google Ads?
